This Bachelor's degree course in Public Management forms the basis for a career in the upper intermediate grade of general administrative services (gehobener allgemeiner Verwaltungsdienst) in the public sector/civil service across Germany. The course comprises four theoretical semesters studied at HAW Hamburg and two placement semesters during which students gain professional experience in public authorities and offices of the city of Hamburg. The six-semester course is divided into two sections, each consisting of two semesters of theoretical modules and a one-semester professional placement. Students specialise in either law or business/economics. The first two semesters involve grounding in constitutional and European law, administrative law, legal methodologies, civil law, economics, public finance, business management for public administration, sociology, political science, psychology and IT. The program concludes with a Bachelor thesis.

* Minimum degree required: Fachhochschulreife or Allgemeine Hochschulreife (or recognized equivalent) * Citizenship requirement: EU member state or EEA Agreement state (exceptions possible in individual cases) * Preferably good grades in German, maths, social studies subjects and English or another foreign language * A state of health adequate for successful completion of the course * Applicants with disabilities will be admitted preferentially if equally qualified
